87% of Miller's Q4 2025 fundraising (~$892K) came from out-of-state donors. At least 258 of her donors previously gave to AIPAC/United Democracy Project. A super PAC called 'Affordable Chicago Now' (donors undisclosed) is running ads in her support, identified by The American Prospect as AIPAC stealth infrastructure. Miller's campaign denied soliciting AIPAC support but acknowledged accepting donations from known AIPAC contributors. This is a deeply progressive D+18 district where AIPAC-linked funding represents a significant electoral red flag.

Red Flags
Miller was elected to a second term as Cook County Commissioner in 2022 but is choosing not to finish her term, instead running for Congress. The Chicago Tribune's March 14, 2026 coverage confirmed she is among those vacating their county seats mid-cycle, opening the 6th District to a new race. The 6th District primary attracted 5 candidates, with attorney Wesam Shahed emerging as the frontrunner.
Bio
Donna Miller (née Black; born September 7, 1965) is an American politician serving as Cook County Commissioner for the 6th District since December 2018, now running for the open IL-02 Congressional seat vacated by retiring Rep. Robin Kelly. She was born Donna Lynne Black on Chicago's South Side, attended Ogden Elementary, and graduated from Lane Technical High School in 1983. She earned a BBA from Howard University in 1987 and took graduate business courses at Pepperdine University in 1992. She adopted the surname Miller in 2001 when she married Dr. David E. Miller, a former Illinois state representative who served a decade in the General Assembly. They live in Lynwood, Illinois, with their two sons Daniel and Donovan. Her professional background spans 25+ years as a healthcare consultant and account specialist in the biotech/pharmaceutical industry. She has served on the board of Planned Parenthood Illinois (2012–present, board chair 2017–2018), Planned Parenthood Illinois Action (board chair 2015–2017), Christian Community Health Center, and worked with Congresswoman Robin Kelly's 2nd Congressional District Healthcare Task Force. She was director of Multi Cultural Markets with the American Heart Association. She served as vice-president of Illinois Democratic Women and was a member of the DNC Rules Committee for the 2016 Democratic National Convention. She supported Hillary Clinton's 2016 presidential campaign as part of Illinois Clinton Leadership Team. She ran unsuccessfully for Illinois State Senate (15th District) in 2012, placing second behind Napoleon Harris. In 2018 she won the Democratic primary for Cook County Commissioner District 6, defeating Patricia Joan Murphy and Crestwood Mayor Lou Presta, then won the general election unopposed. Re-elected to a second term in 2022. The 6th District covers south suburban Cook County including Lynwood, South Holland, Hazel Crest, and approximately 300,000+ residents across 36 municipalities. She is stepping down from the county seat (not seeking re-election) to run for Congress. Her 2026 congressional race has been dominated by controversy over her massive AIPAC-linked out-of-state donor network, which funded 87% of her Q4 2025 fundraising.
